Activate HED validation

HED LANG, which has been used to provide HED annotations for this dataset is currently in preprelease. By ommitting the HED version in this dataset the BIDS validator does not actively validate the HED tags (some of which would be invalid because they are not part of a released schema). Once HED LANG is officially released we should activate the HED validation.
